The chapter focuses on EU level policy driven through the political concept of the European Research Area (ERA), launched in 2000 and implemented through FPs and at member state level via the ERA Roadmap National Action Plans and Strategies. It draws on existing scholarship on gender equality in EU RTD, insights gained from the review of grey literature and policy texts as well as the authors’ own experience and expertise based on their long-term involvement in policy, expert and advisory roles. It first outlines the history of EU RTD, situating gender equality in it, and continues to chart the fluctuation in support for gender equality and the most recent threat to an evolving gender equality discourse. This is followed by a review of existing research on EU research policy in general and gender equality in EU research policy specifically. It argues that scholarly work on gender in EU RTD is scarce, whereas the bulk of mainstream academic work is gender blind. The last section outlines the topics that emerge as relevant for ensuring a sustainable and effective integration of gender equality in EU RTD and identifies research gaps and suggestions for future research.
