The text of this chapter returns to the year 2009 when various different alternatives and legislative proposals were discussed within the process of finding new conceptions to the future lottery law towards modern regulation of this field. The lottery law needed process of amendment of existing lottery law which would better fit the reality of the market. Chapter on the Czech republic attempts timelessly introduce reader into general legal environment, hesitations what new law to do in terms of issues like internet betting, then where proceeds from lotteries should be devoted, state control, licensing process or protection of minors etc.
