The book deals with the history of administration of foreign affairs from the period of Austro-Hungarian Monarchy to the end of second world war. It focuses on the Czechoslovakia, Hungary and Poland, but it deal also with the independent Slovak ministry of foreign affairs and with the emigrant ministries during the second world war. The book concentrates on the institutional framework and the social character of diplomatic and consular personal.
