Ionosphere is a plasma layer which extends between 60 and 1000 km in altitude. Thisnplasma structure has very complex characteristics depending on several effects such as solar andngeomagnetic activity. Satellite and HF communications directly affected from this structure. Thendetermination of statistical properties of ionosphere is very important for estimating the overallnbehavior. One of the most important parameters for understanding ionosphere is Total ElectronnContent (TEC) which is obtained from GPS measurements. Another way to measure ionosphericnparameters is ionosonde measurements. Ionosondes are specialized sounding radars whichn‘measure’ the ionospheric parameters. Ionosonde stations are sparser than GNSS stations.nTherefore, the ionosonde measurements are less dense compared to TEC measurements fromnGPS stations. The variability of the ionosphere can be identified using Probability DensitynFunctions (PDF). In this study, within-the-hour spatio-temporal characteristics of GPS-TEC, thencritical frequency of F2 layer, foF2, and maximum ionization height, hmF2, obtained fromnionosonde measurements are described as a jointly parametric probability density function (PDF).nDue to the physical dependency of all parameters, the joint PDF can provide a description of thenjoint relation between ionosonde measurements and TEC estimates that can result in a unifiednstructural representation of ionosphere at F2 layer. Statistical observations on joint PDF estimatesnof TEC and foF2, hmF2 measurements of the ionosphere will contribute to developing virtualnionosonde network model, which can further be used to derive virtual foF2 and hmF2 values.
