The paper deals with the determination of mechanical properties of a recycled cement-based binder. The material was produced by crushing the reinforced concrete sleepers without any need for the modification at elevated temperatures (firing). The basic input material was concrete debris of size fraction 0/63 mm, from which the fraction of 0/16 mm was separated by sieving and further milled to yield a fraction of 0/0.125 mm. Since there were also aggregates present in the recycled material, the crushed material can be classified as a mixture of a binder and aggregates of size up to 0.125 mm. The recycled material is able to harden and act as a binder due to presence of unhydrated phases in the concrete, which is about 40 years old. The recycled materialexhibits lower mechanical strength and stiffness than modern Portland cement-based binders. The compressive strength of the recycled cement-based binder is about 1.0 to 1.8 MPa, depending on the curing conditions. This appears to be suff
