Územní studie zadána jako územní studie ve smyslu § 30 zákona č. 183/2006 Sb., o územním plánování a stavebním řádu, ve znění pozdějších předpisů. Obecným cílem územní studie je ověření možností a podmínek změn v území v souvislosti s možnou realizací vodní nádrže Hanušovice. Potenciální realizace každé vodní nádrže představuje výrazný antropogenní zásah do území, přičemž jednotlivé dopady jsou vždy obtížně kompenzovatelné. Realizací takového záměru dojde k zásadnímu narušení, resp. kompletní degradaci stávajících prostorových a funkčních vazeb, které často reprezentují konkrétní veřejné zájmy podle příslušných zvláštních právních předpisů. Je tedy nezbytné v rámci územně plánovací činnosti tyto veřejné zájmy v příslušném území, které má být realizací záměru narušeno, identifikovat, stanovit míru jejich významnosti a zvážit možnost kompenzace. Cílem územní studie je u jednotlivých variant záměru LAPV Hanušovice, resp. příslušného vodního díla, identifikovat konkrétní problémy (střety) v prioritních oblastech dopravní infrastruktura, technická infrastruktura a ÚSES, prověřit potřebu jejich kompenzace a navrhnout konkrétní řešení, které lze následně implementovat buď v úrovni Zásad územního rozvoje Olomouckého kraje anebo příslušných územních plánů obcí dotčených navrženým řešením.

Study submitted as a spatial study in the sense of § 30 of Act No. 183/2006 Coll., on spatial planning and building regulations, as amended. The general goal of the territorial study is to verify the possibilities and conditions of changes in the territory in connection with the possible implementation of the Hanušovice dam. The potential realization of each dam represents a significant anthropogenic intervention in the territory, while the individual impacts are always difficult to compensate. The implementation of such a plan will lead to a fundamental disruption, or complete degradation of existing spatial and functional links, which often represent specific public interests according to the relevant special legal regulations. It is therefore necessary, as part of the spatial planning activity, to identify these public interests in the respective territory, which are to be disturbed by the implementation of the plan, to determine the degree of their significance and to consider the possibility of compensation. The aim of the territorial study is for individual variants of the Hanušovice dam identify specific problems (conflicts) in the priority areas of transport infrastructure, technical infrastructure and territorial system of ecological stability, examine the need for their compensation and propose a specific solution that can subsequently be implemented either at the level of the Olomouc Region Spatial Development Principles or the relevant spatial plans of the municipalities affected by the proposed solution.
