    Hydropower has long been a cornerstone in Ukraine’s energy system, contributing significantly to electricity generation and grid stability. This review offers a vomprehensive overview of the state, development, and potential of both large and small hydropower in Ukraine, with particular focus to the impacts of the ongoing war. It examines the geomorphological, hydrological, and climatic factors that shape Ukraine’s hydropower potential, with a focus on major river systems, including the Dnipro, Dniester, and Southern Buh. By synthesizing information from official reports, recent literature, and a wide range of Ukrainian and Russian-language sources, the paper bridges language barriers and offers valuable insights into the sector’s historical development, infrastructure, and future opportunities. The study highlights that ongoing and future reconstruction will play a key role in supporting the rapid expansion of variable renewable energy sources. Despite the repeated attacks that severely damaged major facilities, hydropower remains a crucial flexible resource for grid stability. Reconstruction and modernization—particularly of the Dnipro and Dniester cascades and ongoing PSPP projects—will be central not only to Ukraine’s energy resilience and post-war recovery, but also to Europe’s broader decarbonization goals.
