This report summarizes the work performed in WP 110 and WP 120 of the contract. Starting from a summary of WP 110 output (Review on the process of definition, submission, review, approval and update of ITU-R SG-3 Recommendations), it continues by providing an overview of existing software routines and data sets in ITU-R Recommendations. Based on this overview, ITU-R SG3, Contributor and User points of view are presented together with their general requirements. In consequence, three distinct general solutions to digital products inclusion into ITU-R P. Recommendations are outlined and a proposed solution named as Combined approach is suggested to be followed within the project. This approach is based on utilizing Web-based tool, mainly for communication between ITU-R SG3 and Contributors, and Open source framework formalizing an interface between different digital products. Finally, key requirements for three different types of digital products (Reference, Linked and Other linked), the Web-based tool and the Open source framework are identified together with requirements for ITU-R SG3 activities.
