This paper gives an overview of the utilization of research reactors (RRs) for education and human resources development. It elaborates on the challenges of the research reactor (RR) community and will present the efforts of the International Atomic Energy Agency (IAEA) to enhance the utilization of RRs in Member States via the application of nuclear education and training (E&T) including public outreach that contributes to the early development of human resources. Emphasis will be given to RR coalitions and networks in particular the Eastern European Research Reactor Initiative (EERRI) coalition and the tangible results that this coalition has been delivering over the years.
