New European standard EN 13791:2019 provides a procedure for estimating characteristic value of in-situ concrete compressive strength using cores. The new provisions, which follow from the 2007 issue of the standard, are an attempt to align EN 13791 with the general principles of EN 1990. The submitted contribution reviews the testing of outlying observations and compares the estimation in accordance with EN 13791:2019 and EN 1990. The presented numerical studies demonstrate that outliers may significantly affect the estimate of a characteristic value of concrete strength. EN 13791 newly provides two relationships for estimate of the characteristic value that significantly differ from each other. The approach based on the minimum observation in the sample is not statistically justified and often becomes redundant as it does not normally affect the resulting estimate when outliers are eliminated from the sample. The dominating relationship is consistent with the EN 1990 approach for “unknown coefficient of variation”. EN 1990 additionally considers a procedure with “known coefficient of variation”, which may be important particularly for the cases of low sample sizes. The use of prior information through the procedure with “known coefficient of variation” or Bayesian updating is briefly discussed, focusing on difficulties in practical applications. The study concludes with the recommendation to harmonize the procedures of EN 13791 with those provided in EN 1990.
