Clusters as a synergetic cooperation of small and medium enterprises and various institutions is a proven way how to increase a competitive ability of national economy. The paper deals with development of methodology for systematic evaluation of information about enterprises (their product lines and economical links) and the market (demand and supply trends, opportunities and risks). In terms of this methodology it is possible to identify organisations qualified to create a cluster (facilitator role) and those which could help to create a cluster and make qualified decisions for its further development (management role). The paper also describes process of competitive intelligence based on leading software technologies, e.g. Verity. This system for information search and analysis is able to identify relevant information sources and make up the core of knowledge and cognitive base. At the and of the paper short information about cluster initiative in the Czech Republic will be presented
