This paper deals with the possibilities of streamlining and the development of population sheltering area against the influences of weapons of mass destructions and other extraordinary incidents in the CR conditions. In relation to legislative changes (the concept of population protection by the year 2013 until the year 2020) it analyses processing of bases for building of improvised shelters and creating a standard for their designing. Created standard presents a model for other government units usablewithin crisis management
