This article describes theoretical and management requirements for organizations in safety and security sector. The aim of this article is defining the primary law framework and to propose evaluation attributes, which can help to implement effective management in this sector. At the end, a proposal of solution is described with understanding disadvantages of the soft targets. The proposal of solving system considers technical requirements, law requirements and management requirements, too. System solution of safety and security is solution for each organization and object, too.
