    Economy of the mainstream explains some events by the help of traditional producing factors, e.g. "a regional difference and disproportion" only with problems. Theory is looking for other factors which enter to the process of development. Institutional approach with the theory of learning regions is one of the important approaches. Contribution informs about attempt of the verification of the academical influence on regional development in concrete region (South Moravia and city Brno). Even at the beginning of the research is clear that universities expressively take effect on the education, regional culture and innovative process in firms. It is necessary emphasize that increases in regional culture is evolutional process. Simultaneously is valid thaton the present take effect very intensively also traditional factors of development. These factors contrary to theory of learning regions has exogenous character
