Currently, employees' training and development plays an integral part of human resources management; it is necessary for both, the company and its employees. Today, well-educated and trained employees present a significant value for any company. Competency models are more and more used for effective human resource management. Well-designed competency models can be used by the organizations within the human resource management for various activities. The author has used the MCDM methods; AHP helped to scale down the number of measures and helped to determine the most important competencies, which lead to the design of competency model. TOPSIS method has been used to evaluate employees' performance. From a MCDM application point of view the WINGS can be a powerful tool for managers in problems that deal with both importance and relationship among evaluated factors, attributes or alternatives. Using WINGS the managers can combine the weights (importance) derived from AHP or other MCDM method and also their subjective (expert) opinion about the cause and effect of these competencies. By improving those competencies, the overall training and development should improve the employee key competencies.
