The Parliamentary Form of Government in the Czech Republic and the Possibilities for its Rationalisation

Anotace anglicky

The parliamentary structure in the CR (with the Chamber of Deputies being dominant) combined with electoral system factors leads to instability and inefficiency of governments. This is reflected in the low average times that governments remain in power (since 1996, 1 year and 7 months) and in legislative problems, as the government cannot effectively promote proposals. At the same time, modern governance is carried out primarily through legislative activities, thus severely limiting the government?s ability to act.The project focuses on 4 influential aspects in this area: the relations between the government and Parliament, including the dissolution of the Chamber of Deputies; the legislative process and the manner in which the parliamentary chambers act; the levels of rigidity that exist within the constitutional order and ?organic laws?; and lastly, issues associated with the electoral system in place for the Chamber of Deputies. The Czech solution is compared with other variations used elsewhere inorder to formulate ways in which the domestic legal order can be modified.

Výsledky projektu jsou důležité pro současný výzkum. Problémem je zpoždění monografie, kterou autor plánuje vydat teprve v první polovině 2015. Celkově se projekt zavázal k publikování 6 článků Jrec a 1 monografii. Jsou publikovány 6 Jrec, 1 Jneimp a 4 ?
