The aim of the Need is to get an idea of ??the effects of possible changes in the tariff structure on customers at the LV level so that it is possible to take a more comprehensive approach to implementing changes in the tariff structure in terms of knowledge of the greatest impacts in the most vulnerable segments or groups of customers. groups of customers with the largest change in electricity distribution payments). The aim of the Need is to analyze the current situation and to be based on the current tariff structure, the current level of regulated prices, current customer data and tariff statistics. This will, among other things, serve to identify the risk groups / segments of customers who may be most affected by the reduction of their share in the variable component of the electricity distribution price. The analyzes will use not only summary data available to the ERO, but also anonymized data of a randomly selected sample of individual customers provided from the IS of system operators. The data will be forwarded to the ERO solver. For anonymised data from the system operators' IS, samples meeting the criterion of less than or equal to 5 percentiles and greater than or equal to 95 percentiles of consumption of the given group will be selected for each combination for the distribution rate and circuit breaker size band, and corresponding samples with average consumption in the category will be selected. In addition to the distribution rate, circuit breaker size and number of phases, the sample will also be filled with the value of temperature-neutral consumption at high and the value of temperature-neutral consumption at low tariff.
