Anotace anglicky

The aim of the need is the implementation of synchronization work for the synthesis of starting points and basic pillars of the prepared methodologies for evaluating the effectiveness of investments in the electricity and gas sectors, which were presented in the previous stage of the project. The proposed methodological frameworks can be considered complementary for these sectors, so it is appropriate and desirable to define the basic pillars of the methodology of investment efficiency assessment, which will be the same for both sectors and elements that will be specific, respecting the situation and conditions in electricity and gas. materially and temporally different. Furthermore, it is not permissible for the sectors addressed to have such an approach to investment that would result in the non-renewal of a purely economically inefficient infrastructure or a reduction in the quality and level of services to the detriment of system security and reliability. Given the amount and long-term impact of investments throughout the sector, it is essential for the evaluation of energy infrastructure investments to be based on an assessment of the benefits of the investment in terms of safety, reliability, law enforcement, social aspects, technical solutions, etc. In the case of the transmission, transmission and distribution service, these are key basic services performed in the public interest, it is logical to put the evaluation of non-economic parameters ahead of the economic assessment. Researchers should therefore develop a set of economic and non-economic indicators and a related methodology for evaluating their development. The method of economic evaluation of investment efficiency should be based on modern principles and should be able to take into account the anticipated future risks and opportunities associated with the investment under consideration. This multi-criteria assessment will be able to assess investments much more objectively, fairly and comprehensive
