Anotace anglicky

The aim of the mini-tender is the implementation of research and development activities leading to the elaboration of a comprehensive methodology for evaluating the effectiveness of investments in regulated sectors in connection with partial methodologies created within the previous project mini-tenders. All activities should lead to a comprehensive view of the evaluation of the effectiveness of investments in regulated energy sectors in the Czech Republic with emphasis on the construction of the overall framework and defining the positions of individual implemented sectoral methodologies, including proposals to amend individual strategic and conceptual documents of public administration bodies and proposals to adjust relevant legislation and standards. The aim is to define the complementarity of individual sectoral methodologies for evaluating the effectiveness of investments with regard to the price regulation strategy of the sector, current activities of the ERO, but also with regard to the practice of regulated entities and their economic indicators, investment preparation and implementation process and the environment. The presented mini-tender should evaluate the common pillars of individual methodologies in the context of regulation on the basis of partial elaborated methodologies and available strategic documents. The project will also include an assessment of current and planned European legislation in the field of energy efficiency and savings and their impact on the duties of the regulator. Furthermore, the implementation of the Needs should draw attention to the similarities and differences in individual sectors and how these similarities and differences are conceived in the sectoral methodologies themselves.
