Elaboration, verification and certification of methodology for evaluating the effectiveness of investments in the gas industry

Anotace anglicky

The aim of the mini-tender in this stage of the project is to develop a methodology in the gas sector, verify the methodology on real data and subsequently certify the methodology by ERO. The elaboration and implementation of certified methodology in the gas sector is in accordance with the framework agreement defining the binding outputs of the project. The finalization of the methodology in this stage of the project represents a detailed description and parameterization of the rough framework and system settings of an individual methodology proposed in the previous stages. Based on the performed analyzes and scenarios of possible development of the sector, a comprehensive approach and process of evaluation of investment efficiency will be designed and presented. The proposed methodology will be developed in connection with the previous stages of the project and in accordance with the recommendations and knowledge gained during the previous stages, especially in line with the conclusions of the MT09 mini-tender. The proposed methodology will contain measures, which ensure the harmony of the motivation of the regulated entities and the interest of ERO to diminish TOTEX, thus the tariff payments for the final customer would be lower. The proposed methodology also has to follow the ERO preferences to overall settings of the process and additional actions within the process of evaluation of investments. Furthermore, the methodology will elaborate, illustrate or demonstrate detailed processes on case studies. The mini-tender will also include workshops with the regulated entities, to which the elaborated draft of the methodology will be presented. Eventually, the outcomes of the workshops would be taken into account in the proposed methodology.
