Anotace anglicky

The aim of the mini-tender in this stage of the project is to develop a methodology for evaluating investments in the heating sector, verification and evaluation of the methodology and subsequent certification of the ERO methodology. The elaboration and implementation of certified methodologies in the heating industry is in accordance with the framework agreement defining the binding outputs of the project. The finalization of the methodology in this stage of the project represents a detailed description and parameterization of the rough framework and system setting of the methodology proposed in several phases of the project. Based on proven analyzes and scenarios of possible development of the sector, a comprehensive approach and process of evaluating the effectiveness of investments will be designed and presented. The proposed methodology will be developed in connection with the previous stages of the project and in accordance with the recommendations and findings obtained during the first phase. The proposed methodology will also include measures to ensure that the motivation of regulated entities is in line with the ERO's interest in minimizing the costs of implementing investments and thus prices for the final consumer. The proposed methodology must also respect the ERO's preferences for the overall setting of the process and partial actions within the evaluation of investments. The resulting methodology will present a comprehensive framework for the future process of evaluating the effectiveness of investments. Furthermore, we will describe in detail in the methodology and present the proposed procedures and methods on specific years. Workshops with regulated entities will also take place within the mini-tender, to which the elaborated proposal will be presented and other final workshops will be taken into account in the submitted methodology.
