Management structure models for pre-primary, primary and secondary schools (ISCED 0-3) - case studies

Anotace anglicky

The system of schools in the Czech Republic is relatively fragmented and the Czech education system is characterized by a large number of small schools, which has a negative impact on the effectiveness and quality of school management. The main objective is: 1.) Find out what areas of non-pedagogical activity the legal entity carrying out the activities of the school performs and distinguish between those activities that are necessary for the performance of these activities of the school and which areas of non-pedagogical activity it performs due to the fact that it is a legal entity and its possible other activities and map , how non-pedagogical work is organized and dimensioned in selected schools. 2.) Describe the current models of school management structure (in relation to the division of competences and legal subjectivity) in different legal forms of different types of founders, summarize the advantages and disadvantages of individual models and assess their effectiveness in relation to the system and funding. 3.) To carry out a comparison of these models of the management structure of public founders with private ones for the purpose of possible legal regulation, which would enable public founders to be inspired by the practice of private founders in order to make school management more effective (adjustment of legislation, financial flows, methodological activities, etc., specifically e.g. transferring administrative agendas to founders, sharing school capacities, etc.). 4.) Identify the obstacles that prevent public institutions from implementing measures that increase the effectiveness of school management and prepare a proposal for changes to eliminate them (draft RIA report). The sub-goal is: 1.) Assess what management structure models are feasible under the current legal status. 2.)
