Annotation: This article is devoted to the scientific analysis of corruption schemes in public procurement. The COVID-19 pandemic significantly increased the risks of corruption due to the introduction of special procedures for public procurement. The health emergency called for urgent action, which unfortunately enabled corrupt officials to take advantage of the special regulation of contracts, to collude with contractors and expedite procurement processes and illegal payments. The introduction of red flags, used by the systems of state control of different countries, is a determining factor in corruption risks. The idea behind the red flag approach is that public procurement should be an open, competitive process. This provided an opportunity to consider in the article the basic principles of honest public procurement adopted by the OECD. An important process in the fight against corruption in public procurement is the identification of an affiliated relationship between all participants in a corruption offence, as well as the necessary conditions for the assessment of corruption risks, which should be given primary consideration in procurement and tendering.
