This paper describes the development and the use of strategic decision-making tools MCA through multi-criteria decision-making methods on measured data and models. Methods are customized on the specific viewpoint of the stakeholder. The decisionmaking theory and GIS analytical tools will enable user to interpret strategies in combination with the various factors and criteria which influence buildings, settlements and regions. Decision-making strategies help to improve sustainable development, increase quality and efficiency of the public administration, development support, cooperation and competitiveness of regions based on the solid knowledge and objective information. The tool MCA (Multi-Criteria Analysis) is an application (plugin) for strategic decision making. The tool implementation is through an additional desktop applications in ArcGIS that extends the functionality of spatial modeling in ArcMap. The actual implementation prevent the establishment of a mathematical model and determining the input parameters for the development of a specific programming of application. The application makes use of multi-criteria decision-making methods AHP, WLC and OWA. Application processes raster and vector data in the context of a pilot project in the city of Brno - Nový Lískovec. Concept of plugin development leads towards a combination of multi-criteria methods in one application.
