The main topic of in this paper described research is to design an active network element, the access router, that allows identifying and tagging the traffic in the IPv4 and IPv6 protocols in accordance with transmitted content on the backbone operator side. This network element is managed by neural network. The knowledge obtained is generalized and related to theory of high-rate network elements and to theory of neural networks. Our research is focused on the design of a complex architecture of communication systems and, at the same time, also on optimum design of individual network elements. Our solution team have designed models of a four-port switch managed by neural network. Newly designed algorithms have been tested in the Matlab and C++ simulation environment. In the Matlab and C++ environment the switch program has been modified, inclusive of finishing the process of simulation modifiability during operation such that all demands on the simulation of the element being designed
