Czech Pension Policy at the Crossroads
Popis výsledku v původním jazyce
The Czech public ?pension insurance? hides a significant universal pension and a minor earnings-related pension. The housing benefit is a solidary supplement of this pillar. Universal pensions are typical for the modern liberal welfare regime. The social-democratic pension regime originally relied on universal pensions; however, it currently accentuates a combination of universal social insurance and generally conceived solidary pillars. Simple rationalization of the Czech public pensions may be carriedout by dividing today?s first pillar into two conceptual pillars. The Czech private pension saving is significantly different from standard third pillars, as it features high number of participants, great diversity of the terms for the providers and even of the fiscal incentives. With regard to a potential reform, it is mainly useful to consider the liberal and social-democratic approach, based on the elimination of fiscal incentives, up to a transition to the Swedish premium pension.
