This chapter explores the role of digital media in shaping political communication and participation in Japan. Despite being a highly digitalized society, Japan exhibits relatively low levels of online political engagement compared to other democracies. The persistence of traditional media dominance, political apathy, and government-centric structures has limited the potential of digital platforms to invigorate civic life. Historical moments such as the 1995 Hanshin earthquake, the 2011 Tōhoku disaster, and movements like SEALDS, #MeToo, and #KuToo demonstrate that digital media can facilitate mobilization and activism, particularly among younger generations. However, these cases remain exceptions rather than the norm. The chapter concludes that while digital technologies have expanded opportunities for alternative communication and activism, they have not fundamentally transformed Japan's government-led, low-participation political culture.
