The problem of social housing as an integral part of the municipal policy of the City of Prague between the Wars; the relation with the conception of the poor - social questions and the welfare work in the 19th century - the municipality was obliged to guarantee the basic needs of all its inhabitants with the Right of Domicile according to the law.
