Highway agencies operate with a large amount of public money, employ lots of people, affect environment, state budget and development of own country. Particular European national highway agencies differ in many ways. Legal status and range of maintained network are only two of them. Legal status determines them mainly from financing point of view but from operational management point of view not necessarily. Range of maintained network, if motorway only or roads of lower classes as well, could affect both operational management and financing. The paper describes possible tools which can be implemented in any highway agency to improve their strategic behaviour to be effective in strategic development, investment, maintenance, and operation of the managed highway network. Hierarchal system of strategies based on the Brno International Business School concept of strategic management is adapted to highway agencies' requirements. The presented paper describes parameters of a corporate strategy, i.e. determination of strategic business units, designation of their basic strategic targets and specification of the targets achievement methods, and determination of particular business strategies and following functional strategies.
