Effectiveness and Efficiency of Fast Train Lines in the Czech Republic

The article deals with the evaluation of long-distance railway lines in the Czech Republic using Data Envelopment Analysis. The object of the research was 28 lines which are operated under a contract of public service obligation between the Ministry of Transport and Czech Railways. The article is divided into three parts. The first part focuses on a literature review of the use of DEA in evaluating transport services. The next part of the article describes the research methodology. The DEA model with uncontrollable inputs (fees for the use of infrastructure), variable returns to scale and input focused (NC-IV model) was used. The output of the first stage was traffic performance. The result of DEA was cost efficiency. The outputs of the first stage then enter the second stage, in which service effectiveness was analyzed using the BCC-I model. Based on a comparison of yields with the initial inputs, overall efficiency was determined. In the third part of the article, the results of an analysis of each of the fast train lines are presented. For each line, there were determined the scores of technical efficiency, service effectiveness and overall effectiveness.
