For a long time, Central and Eastern European (further – CEE) societies were omitted from the discussion on immigration. The refugee crisis that Czechia, Latvia, Lithuania, and Poland faced in 2015 and 2022 might be regarded as the first profound encounter with immigration problems and their social and political consequences.1 As immigration became a considerably serious topic in CEE, this article deals with the changing political narratives on immigration. The article analyses the parliamentary debates about refugees and immigration in Czechia, Latvia, Lithuania, and Poland and questions the perception of refugees and immigration during the refugee crises, what political narratives were constructed in these countries, and what implicit assumptions were behind them. The research shows that the 2015 and 2021 refugee crises were interpreted as a threat to the host state’s national security, economic security, European values, Christian ethics, public order, safety, and fear of Islamisation. The EU’s role was also questioned during the 2015 refugee crisis, particularly its policy to share the quotas of refugees. The data analysis has revealed the shift towards a more positive appreciation of immigration as a natural, human, and historical phenomenon, a reference to universal principles (human rights), and an emphasis on the benefits of immigration for host societies during the 2022 Ukrainian refugee crises. The authors explain the political narratives as selective depictions of immigration with deeper meaning. Special attention is given to the narrative shift as a process driven by historical memory, values, and religion.
