Concept Development and Experimentation (CD&E) is an integral part of capability development providing potential solutions to the conceptual gaps identified within the NATO's capability shortfalls. The CD&E provides a method to explore, refine, assess, validate and demonstrate new conceptual ideas to identified capability shortfalls and gaps in a forward looking and innovative way. The authors explain various possibilities of utilising the VBS2 simulator as an experiment tool for the defence project ?STRUCTURE? and its outcomes verification.
