Identification and Analysis of Risks Related to PESCO Project in the Electronic Warfare Area

The European Union member states have decided to enhance their defence and security cooperation with emphasis on increased operational readiness, cooperation capabilities and mutual interoperability. The purpose of the Permanent Structured Cooperation (PESCO) projects is to strengthen Europe’s defence capabilities. The Czech Republic has become the leading nation responsible for management and execution of the Electronic Warfare Capability and Interoperability Programme for Future Joint Intelligence, Surveillance and Reconnaisance (JISR) Cooperation project. The chapter describes the methods of identification and analysis of risk related to this project. Due to the fact that this was the initial assessment with limited data input, the preliminary hazards analysis method was applied for the hazard identification. The identified hazards then provided the basis for the hazard register. Simultaneously, the project assets were also identified. The resulting findings were used for analysis of assets and hazards which established the baseline for the risk assessment.
