Risk Assessment of the Development of Electronic Warfare Capabilities

The article, in compliance with the general risk management practices, focuses on the phase of analysis and assessment of the development of electronic warfare capabilities and the processes involved. Due to the specificity of the issue under research as well as a limited range of experts in the field, qualitative method of risk identification was used, based on informal individual interviews with electronic warfare specialists together with data and material analyses. The risk identification focused on the field of electronic warfare capabilities, with all the aspects of Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities and Interoperability (DOTMLPFI). The paper presents in greater detail the results in the Personnel area which has been identified as the area with the highest critical asset rate as well as perceived and identified risk, as it can be at the same time considered as a key area for providing the functionality of all the electronic warfare capabilities development processes.
