Constructive simulation as one of irreplaceable training methods intended for commander and staffs training at alllevels are used in highly developed armies all over the world. In the last decade, specific requirements for nonmilitarygroups training arise as the need to prevent, avert or cope with new civilization issues such as growing threats of terrorist attack or increasing probability of environmental, industrial and infrastructural disasters. All theinvolved experts ? members of emergency committees, the crisis management staff, fireman, police and rescue staff? need to get ready to be able to carry out their duties with expected professional standard. There is a noticeablesimilarity between the activities of these specialists and activities of the army staff ? except for the target groups.The article discusses the starting point, potential solutions and the methodology of harnessing of constructivesimulation in the training of the above mentioned people working at municipal, dis
