This brief provides a preliminary set of guidelines for use in H2030 and FP10 for: Developing a frame for selecting bottom-up topics; Generating/co-creating novel issues in a bottom-up fashion; Piloting working mode on some bottom-up topics. The brief revisits assumptions behind existing priorities and working modes and proposes new approaches/methodologies for defining priorities that aim at enhancing bottom-up approaches, including the involvement of citizens.
