An Article at journal ECHO 3/2017, p. 15-30. This study quantitatively analyses scientific publications resulting from FP7 projects. In the first part, the study focuses on a citation analysis of FP7 publications co-authored by researchers from seven member states. Comparing the citations of FP7 publications with those of the whole country (funded by other national and international programmes) should reveal whether the participation in FP7 is beneficial for research systems in New Member States (NMS). The “citation rates of FP7 papers” are considerably higher than “the citation rates of national papers”, which makes it possible to conclude that FP7 activities effectively lead to increasing excellence. This part of the analysis reveals that NMS countries can be strongly motivated to participate in the Framework Programmes. The second part of this study is an attempt to explain why NMS lag behind Old Member States (OMS) in the participation rate in the Framework Programmes (FP). Comparing citations rates of selected NMS with those of selected OMS indicates that NMS states are still confined in their national R&D environments, and thus spend much of their available R&D capacity in scientific fields that produce a high number of publications with low citation rates.
