At the turn of the 20th century, ethnic conflicts affecting the everyday lives of the inhabitants of the Habsburg Monarchy were an issue not only in the Imperial Council but also in the land diets. Several areas linked to the concept of linguistic equality and proportional representation of ethnic groups were created in relation to the society-wide development, such as education, legislative bodies and the use of provincial languages in official relations. The Moravian Pact of 1905 is seen as one way of finding a compromise between the Czech and German political representations in Moravia. The current analyses of the application of the Moravian Pact to the specific areas of its scope in selected Moravian towns (Olomouc, Brno, Znojmo) document the limits of its scope in practice. These kinds of research cast a new light on the attitude of the period critics such as JUDr. Richard Fischer, who triggered arguments on the border of the concepts of civil rights and liberties not only regarding the conclusion of the Moravian Pact.
