Podstatou metodiky je definování rámce a postupu identifikace indikátorů narušení resilience prvků kritické infrastruktury. Rámec identifikace indikátorů vymezuje výchozí podmínky pro definování samotného postupu. Těmito podmínkami jsou stanovení úrovně kritické infrastruktury, stanovení prostředí a oblastí identifikace indikátorů, definování databáze indikátorů narušení resilience prvků kritické infrastruktury a vymezení faktorů determinujících resilienci prvků kritické infrastruktury. Postup je již zaměřen na samotnou identifikaci indikátorů a poskytuje hodnotiteli krokový návod, jehož výsledkem je prediktivní identifikace indikátorů narušení resilience pro zvolenou úroveň kritické infrastruktury a vybrané prostředí a oblast identifikace indikátorů. U identifikovaných indikátorů pak poskytuje hodnotiteli informaci o faktorech, u kterých je předpokládáno narušení resilience a funkce prvku kritické infrastruktury. Jedná se tak o informativní nástroj preventivního charakteru, který umožňuje subjektu kritické infrastruktury s předstihem identifikovat hrozby potenciálně narušující resilienci jeho prvků. Významným podpůrným prvkem této metodiky je softwarový nástroj CIRFI Tool, který představuje ucelený online nástroj pro identifikaci indikátorů narušení resilience, včetně indikace jejich narušení a dopadů na funkci prvků.

The essence of the methodology is to define the framework and procedure for identifying the indicators of disrupting the critical infrastructure elements resilience. The indicator identification framework defines the initial conditions for defining the procedure itself. These conditions are the determination of the critical infrastructure level, the determination of the environment and areas of identifying the indicators, the definition of the database of indicators of disrupting the critical infrastructure elements resilience, and the definition of factors determining the resilience of critical infrastructure elements. The procedure is already focused on the identification of indicators itself and provides the evaluator with step-by-step guidance, the result of which is the predictive identifying the indicators of resilience disruption for the selected level of critical infrastructure and the selected environment and area of indicator identification. For the identified indicators, it then provides the evaluator with information on the factors that are expected to disrupt the resilience and function of the critical infrastructure element. It is thus an informative tool of a preventive nature, which enables the critical infrastructure entity to identify threats potentially disrupting the resilience of its elements in advance. An important supporting element of this methodology is the software CIRFI Tool which represents a comprehensive online tool for identifying the indicators of resilience disruption, including indication of their disruption and impacts on the function of elements.
