The strategic management of public and non-profit organizations gains still greater importance in the Czech Republic, mainly with the respect of the coming in term of the entrance into the European Union. So that these organizations would be capable to set their strategic plans they have to use the effective procedure to the creation and further development of the strategy. In specific conditions of public and non profit organizations it is not possible to use fully the processes usual in production enterprises. Also this contribution deals with the application of the process structure of the strategic management of public and non-profit organization on the basis of strategic problems management
