This paper uncovers the basic elements of the Tilburg model that represents a new type of the city management. An article focuses also on the causes of its introduction. New structure and the way of performance of city management in Tilburg are examinedthoroughly. The transformation of the city management in Tilburg is embodied in holding organisational structure of the town-hall as well as clearly defined products and responsibilities and distinctly specified principles of the administration. Finally,it is argued that certain system conditions, i.e. adequate structure and the way of performance of public administration constitute the necessary presumptions of the successful practical implementation of Tilburg model.
