The organizations that provide social services, regarding the fulfillment of theirs goals and limited resources the effective management. Process approach, combined with tools of methodological framework ITIL enables to create suitable design of the structure of an organization or its department which provides social services effectively. The procedure that is described in the paper, uses for process analysis of social services the tools &quot;Process cards&quot; tool and &quot;Activity diagram&quot;. The process analysis that is performed in this way clearly identifies and describes the individually working role in frame of provided social service. Competencies of individual of working roles within the concrete social services are described by the &quot;Matrix RACI (Responsible, Accountable, Control and Informed)&quot;. Time or cost demands on human resources to deliver the key social services can be modeled using the method of determining the FTE (Full Time Equivalent). The procedure will be illustrated in the article on example of a proposal &quot;Provision of social housing services&quot;.
