Local and regional development underwent profound transformations in last decades. Dynamic, turbulent and hardly predictable socio-economic environment requires new approaches towards management of local and regional development. While historically we witnessed long-term strategies applied in somewhat clumsy and inertial manner by extensive bureaucratical structures, last four decades witnessed a distinct move towards lean management of local and regional development often permeated by savvy approaches in most developed territories. Central and Eastern European region, which represents a post-transformation territory, constitutes a completely different story in these terms. The main objective of the paper is to show that reproduction of ill-fitting institutions from the past creates a barely surmountable impediment for the effective and efficient application of neo-endogenous approach towards local and regional development, which is fashionable in advanced western territories.
