This chapter focuses more on policy work at the local level rather than policy analysis. The first section briefly examines the relevant literature and the main sources on which the chapter is based. The following section deals with the context of public administration on the local level and its main determinants: fragmented municipal structure, a fused model of public administration, its financing and the main local bodies responsible for carrying out public administration. The third section presents the basic sociodemographic and political profile of local decision makers and the perceived influence of different bodies on decision making. The fourth section approaches local policy work through a description of mayoral time management and communication networks.
