Platformisation and policy: towards digital governance of adult learning and education

The chapter focuses on the relationship between platformization and policy in adult learning and education (ALE). We understand platforms as digital infrastructures that facilitate personalised interactions among end-users and content providers, shaped through algorithmic processing of data. Platformization represents the penetration of these digital infrastructures into different sectors of society. We aim to conceptualise how this process establishes digital governance in ALE. We elaborate three mechanisms of platformization: datafication, commodification, and governance. We discuss the mechanisms in the context of the educational sector in order to show how platforms affect monitoring and decision making in the learning process. We further conceptualize digital platforms as policy instruments. Finally, we relate the process of platformization to current trends in adult education policy: data governance, supranational governance, and economization of ALE. It is argued that platformization translates into increased involvement of private actors into both the education process and the policy making process.
