This policy paper presents recommendations for strengthening the European Union’s role and strategic influence in the Indo-Pacific. It argues that a coherent and flexible Indo-Pacific strategy, grounded in European values and interests while responsive to regional realities, is essential for the EU to remain a relevant actor in a rapidly evolving multipolar order. The authors highlight growing great-power competition, particularly between the United States and China, and note that many Indo-Pacific states pursue hedging strategies to avoid binary alignment. This creates opportunities for the EU to act as a credible and structurally welcome partner.The report proposes a revised EU role conception and a new grand foreign policy strategy centred on strategic autonomy, greater internal coherence in foreign and security policy decision-making, and a principles-based hedging approach that balances values and interests. It further outlines concrete recommendations to enhance the EU’s engagement in the region, including de-risking economic dependencies, adopting an outside-in partnership approach, supporting regional multilateral institutions, strengthening security and defence cooperation, deepening relations with key partners, and improving strategic communication. Overall, the paper calls for aligning the EU’s values-based foreign policy with pragmatic and sustainable action in the Indo-Pacific.
