This chapter analyzes the legal framework for surface water protection in the Czech Republic, based on the Czech Water Act (CzWL) and implementing the Water Framework Directive (WFD). The chapter emphasizes the protection of water as a valuable resource and the shared responsibility of all entities to fullfil the water protection objectives, including preventing water deterioration. The CzWL distinguishes between general and special water use, noting that surface water is not owned until abstracted. The chapter describes the system of monitoring, planning, and sanctions for violations of the CzWL. It also outlines the competencies of water authorities and the Czech Environmental Inspectorate in water protection. The chapter also addresses the management of wastewater and hazardous substances, including emergency plans and remedial measures. Finally, it discusses the administrative and criminal liability for violations of the CzWL, including the liability of legal entities.
