The introductory chapter investigates the shifting geopolitical landscape of the Black Sea region, with particular emphasis on the European Union (EU) and Russia following the annexation of Crimea in 2014 and the conflict in Ukraine in 2022. It contextualises the competing strategies of regime promotion employed by the EU and Russia in their neighbourhood and the implications for regional stability. The EU’s traditional strategy of authority-based democracy promotion is juxtaposed with Russia’s coercive measures designed to sustain its influence through economic dependency and authoritarian regionalism. The chapter explores how the EU–Russia rival regime promotion strategies influence the geopolitical positioning and domestic political landscapes of Turkey and Ukraine. Analysing their liminal positions of these “in-between” states, the chapter highlights the complex nature of regime promotion, where local elites strategically navigate external pressures while trying to uphold national interests. The introductory chapter establishes the framework for exploring how external actors affect domestic changes and the broader power dynamics within the Black Sea region and beyond in this edited volume
