This article situates the contemporary law on the use of force within the broader evolution of the UN Charter system of collective security, focusing in particular on the continued relevance and resilience of Article 2(4) despite sustained political and legal pressures. Drawing on discussions from an international conference on the future of jus ad bellum, the authors examine competing narratives portraying the prohibition of force either as enduring or as progressively eroded. The article identifies key structural challenges, including the increasing reliance on self-defence claims, interpretative ambiguities surrounding UN Security Council practice, technological developments such as cyber operations, and renewed controversies over humanitarian intervention and territorial acquisition. While acknowledging systemic strain, the authors argue that repeated violations ultimately reaffirm rather than undermine the normative significance of the prohibition. The article also maps the thematic contributions of the special issue, which address annexation, termination of armed conflict, collective self-defence and third-state support, neutrality law, and the role of domestic parliaments in reinforcing the prohibition of force. Overall, the article frames the jus ad bellum regime as undergoing adaptation rather than collapse, highlighting both continuity and transformation in the regulation of interstate force.
