Accountability as a concept referring to the ways by which individuals or groups are held responsible for their actions has become recently a great issue among Czech Non-governmental organisations (NGOs). Debate about NGO accountability was triggered byrecent concerns about the terrorism threat, but in the long term, this was a natural development in the lifecycle of the whole NGO sector. In the West, questions such as the famous: `Who guards the guardians?' raised by The Economist are being thoroughlydiscussed in the last decade. Therefore, a sum of knowledge exists about this important issue and the question stands, how it should be used in specific Czech conditions. This paper examines the attitude of Czech NGOs towards upward, downward and horizontal accountability and the use of the main tools for raising NGO accountability. These tools are: self-regulation mechanisms, governing boards, standards for disclosure and public reporting, consultative and participatory mechanisms.
